Vogel Bros. Building Co. served as the General Contractor for major design-build upgrades to the Orlando Utilities Commission’s (OUC) Navy Water Treatment Plant as part of Water Project 2000.
The project expanded plant capacity by an additional 5 MGD, increasing the maximum day flow to 15 MGD, and incorporated advanced ozone treatment for disinfection. Key improvements included construction of a new 5 MGD production well, ozone building, ozone contactor, chemical building, and modifications to existing high service pumps and associated equipment. The scope also included a 2-million-gallon ground storage tank and related process systems.
Vogel Bros. self-performed the majority of the work, including all heavy concrete for water- and non-water-retaining structures, above- and below-ground site piping, mechanical ozone equipment and process piping systems, instrumentation and tubing, and provision of liquid oxygen (LOX) storage equipment. The project also involved demolition of existing carbon reactors, backwash water pond, and chemical storage facilities.
A significant component of the upgrade included enhancement of the Supervisory Control and Data Acquisition (SCADA) system into a comprehensive Facility Automation and Information Management (FAIM) system. This integration provided automated plant operation capabilities along with Maintenance Management System (MMS) and Laboratory Information Management System (LIMS) functionality, allowing the facility to operate automatically and unmanned.
Completed ahead of schedule and below the estimated cost, the Navy Water Treatment Plant improvements demonstrate Vogel Bros.’ expertise in delivering complex, technology-driven water infrastructure projects through a collaborative design-build approach.
